Redesigning Public Institutions for Effectiveness

We collaborated with a state-level public institution to enhance its organisational structure using the Galbraith Star Model. Our evaluation pinpointed limitations in the current 13-section framework, leading to a redesign with 22 sections across four functional verticals. An 18-month phased implementation plan was developed, ensuring operational continuity.

We worked with a state-level public institution to redesign its organisational structure for greater effectiveness. Applying the Galbraith Star Model, we assessed the institution across five dimensions: strategy, structure, processes, people, and rewards. The assessment revealed that the existing structure was too narrow to support the institution’s expanding mandate. We proposed a restructuring from 13 sections to 22, organised across four functional verticals, and developed a phased 18-month implementation plan. The outcome was a clear, actionable blueprint that would allow the institution to take on a broader scope of work without creating operational disruption.
