We supported a state higher education department in developing its five-year strategic vision. The exercise produced a framework built around five pillars covering access, equity, quality, governance, and industry linkages. Each pillar was defined with specific key performance indicators, phased budget allocations, and alignment to national and global development goals including the SDGs. The outcome was a comprehensive strategic roadmap that gave the department a measurable framework for institutional reform and resource planning over the medium term.
